Applying for university while having EE profile

Hi all, at first I want to thank you for your support and answers for my previous questions.

I want to know if I have an express entry profile, can my wife apply for a university (before knowing if I will be accepted or rejected). I want to know if it’s legal.

Dual intent is okey but you need to overcome question of “whether you will go back to your country after your studies”.
It is easy to overcome that if you applied for visitor visa and later file for PR under spousal sponsorship.
