Applying for TRV from Indonesia

hi!

My boyfriend is applying for TRV from Indonesia, he is an indonesian citizen. does he have to go to Jakarta to apply in person or can he send his application from his town. The immigration website says that Indonesian citizens do not need to give biometrics. But it is not clear whether he needs to go to the embassy or not.

Also if he gets his visa does he have to go directly to canada or can he go to another country first and enter canada from there.

The website says: Apply online or submit your application in person at a visa application centre (VAC).
