Applying for Supervisa question

Hopefully a quick question.... Can I fill out the online form from within Canada for my mother and then have her submit it in the USA where she resides? I know it has to be submitted outside of Canada, but wasn't sure if it needs to be filled outside of Canada as well.

You can act as her preventative or help her fill out her application.

But can I do it and submit it from INSIDE Canada? Or do I just fill it out and then she hits the send button there? Thank you!
