applying for study permit from a third country (which I'm not citizen of)

Hi,
I'm wondering if anyone has a similar experience to this situation.
I'm currently living in Germany and holding a permanent residency card. I applied for the program and wanna get the study permit for that. as I have an apartment in my current place, a PR card and good travel history, is that easy to get a study permit?
