Applying for student visa through online process

I have a few questions.

My brother has been accepted to york university for Jan 2014 intake. He is currently in saudi arabia on vacation and recieved his acceptance while there. We have gathered all his documents but have some few questions:

1. can he submit his application online through the saudi office even though he is just a visitor there?

2. Since he is going to submit the application online, do they have to be certified copies?

3. Also the cost of school is $29000. ($20000 for tuition and $9000 room and board). How much should he have in bank statement?

4. I am a permanent resident in canada, so if he applies will they deny him because of me living here even though our parents are not here?

5. Does he need to do medicals before he asked?

No I dont think that he can apply from Saudi Arabia since he is visitor there, so he need to come back to his home country to be eligible to apply for Canadian study permit.

He should have cost of tuition + accommodation + health cover for one year + cost of travel in order to apply for study permit. and I dont think he would be able to get his madical done before request from embassy as they would ask for email from embassy in order to complete medical. but I am not too sure about medical as I've not been through this process as yet.

and he need to show strong ties to your home country and that he would leave Canada upon completion of his studies, otherwise showing relation and support can also make them think that person wont come back upon completion of his studies.
