Applying for PR

Can anyone help me ? I am planning to apply for the PR in Canada. I am currently in a F1 status in Houston, TX. I will graduate from my MBA in Finance in May,2012. I speak both French and English, and my current GPA is over 3.5. I would like to know if I can apply for the PR now or after the graduation. I am also little confused about the steps for applying. Any information about the process time would also be helpful. Thank you

I have tried for the link I am not eligible. But I tried for Quebec and I got the message'' It seems that you meet the Québec selection criteria"
