Applying for PR from QC

Hi,

If I worked for a year in Quebec, is it possible for me to apply for a permanent residency without the CSQ? I am not planning to stay in Quebec much longer. I mean, I want to apply for other province's PR FROM QC. Is it possible?

They may question if you actually really plan to live outside Quebec... No one really knows. Things change case from case.

Thanks, but the CIC and Immigration Quebec websites are for people who are either;

Not in QC and settling outside of QC

OR

In QC and settling in QC.

But, how about people who got their work experiences in QC but they want to settle outside of QC, do they go through the Quebec immigration process or the federal immigration process (Canadian Exp Class)?

if you live in Quebec with an address in Quebec at the moment you apply to CEC, you are not elibigble and you need to go through CSQ.

Rosty - can you point to some official guidance that states this?

CEC eligibility guidelines state that those who intend to live outside QB can in fact apply for CEC.

if you currently live in Quebec you need to apply to CSQ: Simple!

in the useful information Box it says: ""If you are currently residing in Québec for work or studies and you would like to immigrate permanently, read the specific procedure for temporary workers or foreign students.""

immigrate permanently: the don't say where...so understand by if at the moment you apply and it is obvious you reside in Quebec, you do not satisfy CEC and needs first to go through CSQ.

Now JSM0085 my turn to ask you this: find a case in this forum of someone that has applied to CEC in Quebec and became permanent resident in Quebec with a Quebec address.

I wasn't asking to be funny, I was asking to help the person asking the question.

I do however disagree with you... You are reading something that isn't there.

It says if they live in qubec and wish to immigrate permenantly, meaning qubec, as that's what is being discussed, then they need to go via that route.

Cec is for those who intend to live out with qubec, the eligibility criteria does not state that an applicant cannot reside in qubec at the time of applying.

As I've said, the vo may question it, but it doesn't mean the user isn't eligible.

There is a difference between providing advice and giving another meaning to what cic documents, and that's exactly what you are doing in this instance.

Why would you do this to yourself? If you want to live outside of QC and your work permit is not limited to QC, why wouldn't you move right now? Even if it doesn't say anywhere that you can't apply for CEC from QC, you can't gain anything by doing this (unless your work permit is limited to QC). You can only complicate your case and cause excessive delays, potential interview (to prove you don't intent to live where you currently live) or even worse: a rejection. Either move before you apply for CEC, or stay in QC and apply for CSQ.

Your experience within Quebec can make you eligible for the CIC class, but you will need to demonstrate your intent to settle outside Quebec (especially during landing).

One of my friend working in Montreal tried the same, CIC asked him a letter from the employer that he can transfer to outside quebec.. his employer(is well know IT Giant) gave him a letter stating that he can work from any where in canada and CIC accepted it. he got everything

but it may cause problem in Landing or the border crossing to get the PR card, when he tried the same they asked him to provide an address proof from outside Quebec. He tried the border crossing with in Quebec, i meant he went to US and re-enter to Quebec and tried processing the PR card.. this delayed a bit to get his PR card. now he is living in Montreal and working in Montreal.

I believe its all depends on the people those handling the file.

Did your friend apply as CEC or FSW? Do you know whether the same rule would apply for FSW? I am in Montreal on work permit and qualify for FSW, but, it seems I can't apply for FSW while my stay in Quebec. I don't know any french so can't apply for Quebec yet.

In case this helps.. I work in Gatineau, QC and I was living there until the beginning of April where I moved to Ottawa, ON. If you don't know what Gatineau is, it's a city that is <2KM far from downtown of Ottawa.

I still work in Gatineau, QC and live in Ottawa at the same time. Basically, you can apply while you are in Quebec with the intention of moving out of Quebec by the time you get the PR. That's the only condition they have.

I used my experience from Quebec and I don't see a reason why I can't... Quebec is in Canada. I applied through CEC because it's easier in my case and I was planning to live in Ottawa, ON anyways.

So, how do you prove that you have an intention to move out of Quebec? Do you write it in the cover letter, or a residence proof outside Quebec? Did you get your residency application approved? How long did it take? Also, do you think it will work in the FSW application as well?
