Applying for PR and asked for Police Clearance letter

I have applied for my parents PR and they have asked me to submit the police clearance letter. Now my parents are residing in India from the time we have applied for their PR which is over 3 and half years now.

Before which they were residing in United Arab Emirates.

Now when they have asked us to submit the police clearance letter, I can certainly provide from India, but they have asked me to submit a police clearance letter from United Arab Emirates also, and I dont know how am I to get that.

Could any member tell me if they were in a situation like this and what you had done, had you got the letter from the UAE embassy in India or what else?

Also if any body could tell me what is matter in the police clearance letter they write.
