Applying for PNP through paper or EE

I would like to apply for PNP but I was wondering if the paper based one is the only way I can apply or that if I am able to apply for PNP through Express Entrt process. I was wondering if there is a difference in processing time or if EE way is a complete different process.
I am working in the needed NOC job just no experience.

I you dnt have experience than Pnp is the option but if you have experience than ee is better
