Applying for Passport - Guarantor query

Hello,

My guarantor signed the back of the picture but he did not write "I certify this to be a true likeness of (your name)" There doesn't seem to be a lot of space at the back of the picture.

Has anyone applied for the passport and got it accepted without this line?

Why didn’t the photo studio stamp it with “I certify…”? The statement must be made with the date.
