Can I apply for an OWP while on a TRV?

Ofcourse, you can apply for any stream. Getting a successful outcome is another thing. As it's been mentioned above, if you meet the criteria, and can have an employer work with you to support you with an LMIA, and prove that your skills, experience, and education are near impossible to find in Canada, amongst its citizens, permanent residents, and other OWP candidates, then you can definitely get a WP through them
