Applying for open work permit, under spousal sponsor application

Hello,
I am currently in the spousal sponsor application process, my questions are, "At what point can I obtain an open work permit?", "Is there a stage in the application proceedings where I will be able to apply?", and "Will this be before I have to pay my Right of permanent residence fee?"

If you applied via in-land you will be eligible for apply for work permit once the sponsor is approved.
If you applied via out-land you will not be eligible to apply for work permit.
You mean't wait until a decision is made on your application since you have been waiting 1year.
