Applying for Open Work Permit in Canada

Hello

This is Kiran. I am trying to apply for an Open Work Permit for my wife and was going through CIC website as below-
Description: Application to Change Conditions or Extend Your Stay in Canada as a Worker

I wanted to know is it required to have an offer letter in hand before applying for the Open Work Permit ?
Could anyone help me with my question here

Am following the Instruction Guide [IMM 5553]
And using the Form - Application to Change Conditions, Extend My Stay, or Remain in Canada (IMM 1249)
Please correct me and let me know if am missing something here

No, you do not need a job offer to apply for an open work permit. You do however have to qualify to apply for an open work permit. If you are a Canadian citizen or PR and you have sponsored your wife using the inland application, she can get an open work permit on first stage approval or if you are a temporary worker on a skilled work permit or a student, she also qualifies for an open work permit.
