Applying for Nexus Card

Hello All,

Did anyone who have recently landed in Canada as PR apply for the nexus card? I have a confusion with the requirement and hoping someone can help me with it.
1. Do we need a visitor visa along with the nexus card or just the card is enough to cross the border (by air/road)?
2. In normal circumstance, do we get qualified for nexus card or we have to wait for the three year period to apply? (I am not sure who are exempt PR's for this condition).

You should be a permanent resident or a citizen of either Canada or USA and have lived atleast 3 years ,to apply for Nexus Card
Exemptions are in rare and valid cases who need to perform certain Govt duties etc
