Applying for new Visa while Studying in Canada?

Hey guys, I'm in Canada and my Study Permit is still valid but my visa is about to expire. I was told to apply for a new one and I will be applying for it within Canada.

I have two questions: 1) What portal do I use? GCKey or IRCC? 2) Can I only apply for it once my current visa expires?
