Applying for Mother's visitor VISA!

Currently, my sister is studying in Canada and my mom would like to visit her. Since her travel dates are not so sure(February in mind), Is it okay to apply for it now? Also, My mother would like a Multiple entry visa, is the application automatically considered for multiple entry and how long is the visa usually issued for?
It'd be great if someone can also provide some tips while applying like what is the account balance that she should show?
Note that she was refused a USA visitor VISA in 2009, will that affect her application now?

Yes - she can apply now.

Yes - she will be automatically considered for a multiple.

The length of time varies. Some people will get a 5 year or 10 year - some sorter. It will not be longer than the validity of her passport.

The US visa refusal shouldn't impact the application since it happened 7 year ago. However she will need to ensure she mentions the US visa refusal in her application.
