applying for eta and CIC asked for PR status

Hello Dears,

I am with my wife in Mexico for vacation. my wife is holding an open work permit, and I applied for eta application to her but CIC email us that a review of her file shows that she might still be or once were a Canadian Permanent Resident (PR). and they provided us with two options:

1- Give up your PR Status and continue with eta application.
2- Maintain PR status and travel back as a permanent Resident.

My concern is:

My wife sure 100% that has never applied for Permanent Resident or hold the PR card ( I am 200% sure about that). She always been on temporary visas such as visitors or work permits. Now they open a link of us to attach a document requested which they are waiting for renounce PR status. Should I go ahead and apply for renouncing application which does not make sense because she never had PR, or should I write a letter of explanation in that link to explain that she never had a PR status.

Please any Idea for seniors here I will be highly appreciated, Already booked tickets and we are confused now.

The fact she has an OWP, proves she is definitely not a PR. A PR would not be eligible for any visa or permit.

Perhaps she has a similar name, birthday, etc that is causing IRCC to think she is someone else. I would contact them with the explanation that she has never held PR status, and to investigate further.
