Applying for EE/Husband has expired PR

Hello all,

I'm considering applying for express entry, but have a couple of questions to which I couldn't find detailed responses in the forum. Any information would be super useful!

1. My husband had a Canadian PR (issued 2010), but wasn't able to meet residency requirements as he moved to the US for a higher education after 1.5 years in Canada. His PR expired.
2. Is there any way for him to renew his PR now?
3. Can he re-apply for a PR through EE (along with me), and what are the chances of rejection based on his history?

We are both Indian citizens, but he has an active US green card. We would like to live in Canada.

How long has he being out of Canada, because I think he has to be living in the country for a period of time in order to renew his PR
