Hi,

Currently, I am doing my masters in Canada. According to this page WW W.canadavisa.com/quebec-skilled-worker-immigration.html, I have 54 points.

Education (Bachelors 4 years): 10 points
Area of Training (Area of Training:A): 16 points
Work Experience (36 months): 6 points
Age (25 years): 16 points
Stay in Quebec (More than 12 months): 5 points
Financial Self-Sufficiency ($3016): 1 points

Total Points: 54

The minimum required points are 49.

I would like to ask whether it is mandatory for me to write IELTS exam, as I already have more than 49 points.

as far as i know it is not mandatory but it is recommended to take it.

Yes, you can apply without IELTS OR TCFQ
