Applying for citizenship without a PR Card

I am a landed immigrant(1993) who never applied for a PR Card when it was introduced back in 2002.
I have the citizenship residency requirements (more than 3 years or 1,095 days in the past 4 years) and have completed my application from for citizenship(CIT 2000).

But in the "Document Checklist" when they ask for "Photocopy of both sides of your Permanent Resident Card(PRC) if you have one."

I don't know how to "provide an explanation letter" for not having it in my possession....

I misplaced my IMM 1000 when I doing a major clean up and reorganizing boxes of documents and applied for a replacement of the original and was issued a "Verification of Landing" or "Confirmation of Permanent Residence".

Since I am from a visa-exempt country(U.S.), I have not had any problem getting out and coming back to Canada.
I appreciate very much your answers.

Simply enclose a letter stating you have never applied for a PR Card. CIC will confirm this when they run your FOSS Immigration Checks as part of the background checks. If you need a reason then just be honest that you never needed it even for travel as you hold a US passport.

old immigrant - every time you came back to Canada on a trip, did you declare yourself a PR and they never gave you issues about not having a PR card?
