Applying for Canadian PR - now or during Express Entry

Hi,
I am an Indian citizen.
I am planning to do my MS in Information Systems from US in fall 2015.
Followed by its completion, I wish to move to Canada and work there.
This is because I want to bring my Mom with me asap, who is a single parent in India.
And I know that this can be possible if I apply for and successfully get a Canadian PR.

I am 24, single and have a work exp of 2 years. ( 1.8 yrs as an Analyst with Accenture and 4 months as a PR for an event management company.) I have done my Bachelors in Engineering from a reputed college in Central India. I have a high proficiency in English, with no proficiency in French.

Given my plans for MS next year, should I apply for Canadian PR right now, or post my completion of MS? I am afraid that once the Express Entry commences, it would become very difficult and I believe only extremely qualified people with a lot of work exp can make through. The quota for applying for Canadian PR this year is finishing fast.
Please suggest. What can be done.
What are the workarounds. Is there any way my Mom can join me in US, once I start working?

Hey, have you calculated your points for FSWP already?

Will you get not less than 67? Overwise you're not elegible for this programm irrespectively of current caps and timeframes.

As for your mom - I think it won't be a problem to arrange a family visitor visa for her even while you're studying. At least in UK it worked perfectly well for me.

I think student visa will give you better and quickest solution, you can even study in canada which will be smooth for you to get PR after study. Above all you need a plan first and work hard to fulfill it. If you want to move canada permanently why would you go US for study, since they don't provide PR easily. Go to canada instead to Study and live :)
