Applying for both PRTD and PR card while travelling

Hi everyone,

Hope you are staying safe and healthy during these difficult times.

I just got my CoPR and planning to go back to Asia soon. Can I apply for PR card, and at the same time, travel out of Canada?

Are there any risks for applying PRTD outside of Canada?
