Applying for a work permit in the US

Hello!

I currently have a job offer in Vancouver, Canada (starting date: June 2011), but I wish to have a vacation first in the US prior to working. My question is, can I apply for a Canadian work visa and work permit in L.A.? I am a citizen of the Philippines, but I do have a tourist visa in the US.

I checked the website and it says there that:

If you are in the United States with temporary status, please provide:
Your US Non-Immigrant Visa, (whether it is in your current passport or an expired passport)
The original I-94 card issued by US authorities at the time of your entry into the US,
The document issued to you by US authorities to confer that status (e.g.: SEVIS I-20 or DS-2019 or I-797 form).

I know that the I-94 card is issued at port of entry, but what about the third required? I researched about the given examples (SEVIS I-20, etc.) and it seems that these are given only to people with work or student visas, and not tourist visas. Given that I have a tourist visa, does this mean I am exempt from this requirement?

You submit the I-94. That's it. You need to submit together with your Passport/I-94, the LMO, Job offer/contract, NBI Clearance, documents supporting your application (education/experience), medicals.

I'm currently working in Caribbean Islands. My LMO has been approved and I'm gathering the necessary documents to apply for TWP. Is it possible to apply in US? I still don't have my current work permit here, still on process but I have my receipt of work permit & residence fee. Since work permit is required docs to apply TWP, I won't be able to show mine. If I'll apply in US do I need to show my work permit from Caribbean Islands or can I show my current employment contract? If I resigned from work here in Caribbean Island and go to US and apply there, are the Canadian Embassy will be needing my work permit here or only my US legal status? Any inputs? Thanks in advance
