Applying for a study permit from a third country?

Hi my country of residence is Colombia since November 2016, I have a temporary visa linked to my dad´s worker visa, my dad has been living and working in Colombia since 2014 and his visa expires in 2020. On the other hand my visa expires in December 2018 becasue it is when I turn 25 and I will lose benefits from my dad´s visa. I have been accepted to study in Calgary starting September 2018. My question is: can I appy from Colombia? Since my study program ends in 2020 and I would no longer have avalid visa in Colombia. I dont know if immagration officers take this into consideration when reviewing my application. In my study plan I am explaining that my plan is to come back to Colombia and work in the oil industry, additionally, next year (2019) my dad will become a permanent resident of Colombia and for this reason I will also be able to become a permanent resident when I come back. My country of citizenship is Veneuela but I havent been there since 2016 and I dont have any family or ties in Venezuela, that is why I dont think it is a good idea to apply from there. If anyone can help me with this i would appreciate it. Thanks.

You may apply from Colombia.. Write a strong SOP.. Try to convince the VO that you will go back to Colombia after your studies..

Given you have a strong hometies to Columbia than your home country in Venezuela, its best you apply from Columbia and make sure you show a good hometies to Columbia (family, properties etc) and also write a strong SOP to explain your case

You may apply from Colombia.. Write a strong SOP.. Try to convince the VO that you will go back to Colombia after your studies..
Thanks for the help, I will try to be as detailed as possible with my SOP to try to convince the VO

Given you have a strong hometies to Columbia than your home country in Venezuela, its best you apply from Columbia and make sure you show a good hometies to Columbia (family, properties etc) and also write a strong SOP to explain your case
Thanks for the answer. Yes I no longer have family in Venezuela, I will apply from colombia and explain the situation as detailed as possible on my SOP
