Applying for a Canadian Passport in the US, question regarding guarantor

I'm confused as to whether Canadian passport applicants in the United States can use an occupation based guarantor such as those applying from abroad or if I am not since Canadians applying for a passport in the US use the same application as those applying in Canada.
