APPLYING AT DIFFERENT EMBASSIES?

Hello
I invited my cousin who was studying in europe at the time to visit me this summer. However the Prague embassy took very long to process the application (and are still processing, its been more than a month and a half). He has now left for summer holidays and went back home, where the assigned embassy is in Ankara. Can he transfer the application to Ankara somehow?

He can withdraw the application and re-apply. It would be faster than getting the embassy to transfer the file anyway - if they would even do it.
