Generally you would get certified first. I would research the certification process for the province where you will be working since it's not necessarily a short process and it generally needs to be completed in Canada.
Licensing comes first. You will not get a LMIA from public school boards. Private schools may not require licensing but private school must prove no teacher in Canada could be hired.
