Apply US B2 visa within Canada or home country?

My mother is in Canada on super visa. As per norms she can stay upto 2 years on each entry. It doesn't make sense to go back to home country to have her visit us again. I am thinking of getting US B2 visa but someone advice me that US consulate will not give visa while she is in Canada. She has to apply in her home country.

How truthful is this information? Can someone guide me on this?

Sure you can, especially when ur here for 2 year visa. Need to go via online appt etc

I am not sure how to show that my mother has enough reasons to travel back to Canada. And, why it is not advisable for border hopping to extend visitor visa?
