Apply to sponsor spouse in Canada or in US?

My husband and I live in the us right now and we can even apply in the us for Canadian residence for him or I can come back to Canada and apply from here.
I am wondering if applying from Canada would be faster - once he gets a work permit he can come join me...
With an application from the us (with both of us living in the US) would he get a work permit before the actual residence approval?

You can sponsor him from either Canada or the US assuming you are a Canadian citizen.

However if you want an open work permit, both of you need to be in Canada and you need to submit an inland application (and need to remain in Canada while the application is being processed). The open work permit is not available for out of Canada applications.

Is there any type of work permit that he would get if we applied from the US?
Do you know if he could enter as a regular US "tourist" and then we can apply from here? Thank you

To apply for a work permit - he first needs to secure a full time job offer from a Canadian employer.

If the job he has been offered falls under NAFTA, he can then apply for a work permit at the border with the job offer. Otherwise, his employer needs to obtain an approved LMIA (typically 3-6 months to obtain) before he can apply for a work permit.

So first step is to get the job offer.

Yes - he can enter as a tourist using his passport.

The process has very recently changed, so that would be a guess at the very best.

Previously, some Americans were getting through in as little as four months - of course some were taking months longer.

No one really knows what the wait times are, for inland vs. outland, as the entire process recently changed. However, in the past, many Americans were getting through via outland in 4-6 months (and some even faster), while inland took significantly longer.
