Is there have any way to apply permanent resident for mother. She is widow, her kids living in Canada, she has nobody to take care of her in back home. Is there have any way her kids(Canadian citizen) can apply PR for her.

She cannot apply. If you are PR or citizen, you wait for IRCC to announce the Parents-Grandparents Program (PGP). It is lottery based and you must meet LICO for the past three years. For the past few years, IRCC has not opened up the program to new profiles. If it does this year, you submit a profile and hope you are selected for the lottery. Many people wait years as the program is oversubscribed for a small number of spots.
