Apply Online - Baby Application

Hello All,

I am trying to apply online for my babies application.

Do I have to create an account on his name and apply?
Or Can I login into my account and apply on his belaf??

Account can be crated only if the person age is above 18yrs...can I just update there as above 18yrs to go to next step?
