What do you guys think? I want to apply right away. However, I am afraid that the new rules might affect my application and maybe cancel it. Should I apply now or should I wait?

Since immigration has said that new applications are already being processed under the new rules, you might as well wait a bit until the new rules are published. That is what I would do. Otherwise, you can apply. If the rules invalidate your application, you can withdraw it and get your processing fees back but it might be a while until you see them back because a lot of people will probably do the same thing. If the rules reinforce your application, then you would have a leg up on all the people who are waiting to apply until the new rules are posted. It's a gamble but it's up to you.

Any idea when the new rules should come out? I think I should wait. I am an Assistant Manager with education background in Economics and am afraid my occupation might be among the 38 chosen ones.

After the election that took place in mid October, they are supposed to come up with a new list of 38 occupations that will have priorities when processing the applications. If your occupation is not among the 38, you might not qualify at all or it might take years and years for you to get your PR.

If you speak French and qualify for points for Quebec skilled worker, you can apply for that. Otherwise you can try to get a job and temporary work permit. You can apply for PR later. Or you can come in on a student visa and apply for PR later. Or if you have money and business experience, you can look into provincial nominee programs for investors. Or if you are on a H1B visa in the US, you can look into Alberta H1B program. Or if you have family in AB, SK or MB, you can see if they can sponsor you.
