Hello!
I'm brazilian married to a canadian woman from Quebec. She is currently living with me in Brazil. About 1 year ago I applied for a tourist visa (we were not married yet) when she was still living in her country but it got refused. Now, we are trying to apply again but we are wondering what would be the fastest way to get in Canada.
1- We tought of applying for a Tourist (even married) visa and then apply for in-land immigration.
or
2- Apply outside the country and wait.

Now, which one would work the best and if not, what would be the fastest way for us to get there?

I would wait and see if the TRV is approved. Typically the chances of an approval are reduced after marriage. The fact she already has one refusal unfortunately won't help the situation. Make sure she declares the first refusal in her new application and that she provides strong evidence of her ties to her home country. She needs to convince IRCC that she has no plans on remaining in Canada long term.

We want to be together in Canada (Quebec) she is a Canadian born citizen and I'm a brazilian born citizen, I'm the one trying to get there with her, who is actually living with me in Brazil. We will apply for Spousal Sponsorship anyway, but we want do this in Canada since the process takes 6 to 12 months. I want to know the chances I have to get approved TRV visa, our intention is to remain in Canada.

Sorry - I thought you were the Canadian.

Your chances of the TRV being approved are low since you have a previous refusal and are now married to a Canadian. But you never know, you might get lucky.
