I don't remember the exact procedure as it was in 2012. I come from a visa exemption country so my husband enters Canada as a visitor without visa. I do remember he filled a form for open work permit then submitted his form along with my study permit application.
We then got an official letter. When we entered Canada, I got my study permit. My husband didn't get his OWP at that time because when the officer asked him "what will you do when you stay in Canada?" he answered "I have not decided yet. I may stay at home to take care of our baby then go to work when my baby gets into a daycare"
So the officer told him when he make a decision, he can apply online. Before his visitor status expired, we applied for his OWP online and he got it.
