Apply for Visitor Visa to a Visa Office outside of Residence Country

Hello,

Has anyone applied for visit visa to a VISA office outside their residence country? I am currently in Canada, however my entry visa is expired. The current processing time is over 100 days within Canada.

I have a friend in Mexico and processing time in mexico is 6 days. Can I use my friend as my representative and mail her all the docs to forward to the visa office in Mexico? I have never been to Mexico myself.

Any information would be appreciated.

What is your status?

I am on Implied Worker Status. Applied for New Open Work Permit in June. I spoke with a Customs officer at the Niagara Falls border and he said I can travel to the USA and return to Canada and maintain my implies status if I have a valid Entry Visa. Implied Status is lost only if travelling outside USA/CAN.
