Apply for visitor visa after PR application rejection

My friend had his CEC (Canadian Experience Class) PR application rejected in July 2015. He left Canada in Dec 2015 . He is working a full time job in India now (~6 months into the job) , spouse is also working in government job. He wants to apply for visitor visa for Canada this summer to be able to attend his niece's birthday. He eventually wants to apply for PR under EE later this year. We are concerned :-

1) Is it safe to apply for visitor visa given the previous PR rejection. Although it has been > 2 years now.
2) Would it in any way negatively impact the future PR application.

Visiting for nieces/nephews birthdays are not compelling reasons to visit.

Also, based on your post it seems he does not have strong employment ties i.e. he returned to India more than two years ago, but has only six months of recent work experience to show for it
