Apply for TRV after PGWP Approval

Hi,
My PGWP was approved few months ago while I was visiting my family back home (outside Canada). Currently, I do not have a valid TRV and I did not receive the work permit (the hard copy) on my mail (the building manager checked my mailbox and she confirmed that I did not receive it).
Can I apply for the TRV without having the hard copy of the work permit?
Any help?
