Apply for super visa while visitor visa still processing

Hi All,

I have applied for my parents visitor visa back in December 2023. It's still under processing and I was wondering if I can also submit an application under super visa as well?
If I do so, do I submit an application withdrawal request from IRCC for the existing visitor visa application?
