Apply for study permit from the US

Hi, my brother is going to Canada this fall to study and he is currently residing in the U.S. He isn't an American citizen so I was wondering if he can apply online for the study permit or he has to go the U.S. consulate?

Hi, yes there is no problem, your brother can apply within the United States, he is not required to go outside of the USA
