Apply for Spouse Visa, if the person is holding closed ICT Visa

My wife is in canada on work permit after her study permit. We are recently getting married and i moved to Canada with ICT Visa.
is it possible to apply for Spouse open work permit for me since am currently holding closed work permit?

Most likely not possible due to IRCC's new principal foreign national rule.
