if our parents come with Super visa to Canada, can we later apply PR for them? From within Canada?

Parents can only be sponsored via the OUTLAND process. They can still be in Canada during the PR processing, but will need to maintain the supervisa during entire time (I believe it needs to be renewed every 2 years).

It is unlikely due to expected long long timeline for parent PR process, your parents will not likely to be able to stay in Canada for the entire duration. They may be able to get extensions to stay but that can only go on so long before extensions will get denied.

Due to supervisa requirement of having proof of medical insurance during their stay in Canada, it can be a costly route to take. Your parents will eventually have to leave Canada at some point during the parent PR sponsorship process.
