Apply for open work permit after PR app?

In early June my wife's application for PR was sent off, as an American and us applying outland it seems the process will be about 9-10 months from now (I was approved early in August and her app was sent to Seattle I believe).

Is there any way for her to get working before then? Can we apply for an open work permit even after the PR app? (I heard we could have sent one in with it...)

If you are applying outland, than you aren't able to apply for an open work permit like those who apply inland can do.

the process where you send one with it is for inland indeed, so it doesn't apply to you.
However you can have a look at NAFTA program if your wife is american ( you can search the program with nafta as a key word and you will get a more complete explanation) - in short, it's a work permit that you can get at the border between US and Canada if you are part of certain professions - it would allow your wife to be present in the country and work while waiting for her PR to be issued.
