I am staying with friends in New Brunswick on a visitor visa, have a job offer through NBPNP and have been waiting to file the rest of the paperwork for work permit and residency. Received this letter yesterday from the HR department of the company offering the job:
We finally received word from our contact at the IRCC regarding your file.
Please see her note below:
Unfortunately, visitors can not apply for work permits from inside Canada, and due to Covid, they can’t leave and apply at the US border.
He will have to apply from Mexico. Any applications now from outside Canada have to be done online, so he can start the process now.
If it’s one of the NOC’s listed on this link the work permit will be expedited: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/coronavirus/temporary-residence/work-permit.html#toc5
Unfortunately, this means you will need to leave the country and apply from Mexico. As she said in her note, you can apply online, so you can start the process prior to arriving in Mexico if you haven't already.

Is there anyway to avoid going back to Mexico (reasons are Covid and expenses) to apply for the work permit and residency?
