Apply for IEC working holiday visa within Canada

I have read so many mixed options on this but is it actually possible to apply for a working holiday visa from within canada? My boyfriends visa got refused due to a small human error and now we will have to apply for 2020 round. My visa for denmark ends in october so he was planning to come home with me. But now I am worried he won't be able to apply for a working holiday visa and it will get refused again if he does his application from within canada. He already has his biometrics and everything.
Anyone have any input?

It depends on the applicant's country of origin. For Denmark, he needs to be living in Denmark at the time he applies.

Even if he's in Canada traveling? His home is still Denmark and he resides there. But its just a poor situation because that means we would be apart for an undetermined amount of time.

If he's visiting for 2-3 weeks that's one thing. But based on your first post, it sounds like he would be coming over in October and then remaining for several months while the IEC pool opens up again and he waits to be selected and then submits his application. That's not so much visiting as making an early move. If he does that, there's a chance he will be approved but also certainly a chance IRCC will say he's not really living in Denmark at that point. Hard to say - could go either way.
