Apply for FSW while staying in Quebec

I'd like to know if it is possible to apply for Federal Skilled Worker while staying and working in Quebec ?

Sorry for asking in a wrong way , I meant is it likely to be approved for PR if I am staying and working in Quebec ? because I heard rumors that lots of people are rejected because the federal government believes that they can apply for provincial nominee program ! Is it true ?
