I am hoping the experts in this forum can give some advice. Appreciate the help.

I am thinking about applying for Canadian citizenship for my son before he turns 18. I am a citizen, and he has been a PR since 2000. But, I am not sure if he satisfies the PR requirements now. He has been living with me outside of Canada for almost ten years now. We didn't apply for him the PR card when it first came out. Is he eligible for the citizenship? Thanks a lot.

I think you and your son would have to be physically in Canada in order for your son to qualify for Canadian citizenship. While the son does not have to meet the 4 / 6 year requirement, the physical requirement that he is to be in Canada still applies. I dont think the son can apply for Canadian citizenship while living outside Canada.

Thanks for the explanation. Somehow, I only see four requirements on the cic.gc.ca page for minors (quoted below). If this physical presence requirement applies to minors, when does he have to be in Canada? During the application process?

Use this application if you are applying for citizenship for a child under 18. The child must be a permanent resident of Canada. The child must also have at least one parent who is a Canadian citizen or who will become a citizen at the same time.

In addition, Citizenship applicants 14 years of age or older on the date of the signatures on the application must:

be able to understand and speak basic English or French, and
know about Canada and the responsibilities and privileges of citizenship
