Apply for Canadian Citizenship while staying in Quebec

Hi All,

I have a peculiar question regarding Canadian citizenship. I have been working in Toronto for the last 3 years. My current assignment will be over in couple of months and my employer is planning to send me to Montreal for the next assignment.

I have recieved the federal PR 2 weeks ago. I also received the instruction document along with COPR. The following point is mentioned on the instruction document:" If you plan to settle in the province of Quebec,you must in possession of a Certificate de Selection du Quebec (CSQ) that was valid on the date the Permanent Resident Visa was issued.

I have the following questions:

1) If I move to Montreal, then can I still need CSQ as I have already received the federal PR?
2) If I plan to stay in Montreal for a longer time and apply canadian citizenship from there itself, will it have any negative impact upon applying my Canadian citizenship ?
