apply for a visitor visa in Canada with a visitor record

Hi,
My father has a single entry visa which expires on this May. I extended his visa and got a visitor's record expires on Aug.31. We are waiting for the medical exam forms mailed to us. But lately the plan changes and my father has to go back to his country for one month in August. Because he will be back to Canada again as a visitor on September, I would like to apply for a new entry visa for him while he is still here.

When I checked the CIC website about apply for a visitor visa in Canada, I only found the followings:
"If you are a temporary resident in Canada with valid status (that is, you have a valid study permit or work permit), you can apply for a new temporary resident visa to return to Canada before you leave."

This means my father cannot apply it in Canada.

But my friend told me that because my father has a visitor record now and it has the same nature as a work permit, I can still apply for a visa in Canada.

Is this true? If so, how I can apply for it? I tried to apply it online, but after all the questionnaires I filled, it only leads me to "you can extend your visa...."(because I have to choose my father is now a residence of Canada).

He is going to have to leave and come back after getting a new visa. His status as a visitor will be over once he leaves the country. He is not changing his status from student or worker to visitor as in the other cases that you mentioned.

When he applies next time get a super visa then he can come, for up to two years, and go as he pleases for the amount of time the supervisa is valid for.
