Hello everyone,

My son is just 3 months old and was born in Vietnam, he does not have any ID or photo ID, but the application for proof of citizenship requires to provide 2 IDs. Please advise

How about birth certificate? And Vietnam passport (assume he has dual citizenship).

Note: If you’re applying on behalf of a minor who does not have two pieces of identification, or does not have a photo ID, please include an explanation letter with the application.

Include the birth certificate and any other documents that might be available, even if they are Vietnamese, together with a letter of explanation if none of them have a photo. If you are applying from Vietnam, you'll be submitting it at the embassy/consulate there and you probably won't be the first, so they'll be able to give you more information and assist you with a limited validity passport for your child to come to Canada while the application is being processed. Once in Canada, update your contact information with IRCC.
