Apply both open&close work permits before PGWP expires

Due to Covid, AOR/FN takes many months to receive, but my PGWP will expire soon.
So, I have to apply for a new WP.

I have a few options:
The safest: apply for a close WP only.
The riskiest: apply for BOWP, and hope for the best: get AOR before IRCC opens the application.

#3 scenario: Apply for a close WP firstly. While waiting on the decision, I got my AOR.
Then I withdraw the application of the close WP and apply for an Open WP. (Or apply for the Open WP first and withdraw the close WP secondly )
Questions: Can I do so?
If so, is my implied status still valid? (Can I continue to work?) Is there any risk of getting the new Open WP denied?

#4 scenario: Apply for a close WP firstly and followed by applying for BOWP before my PGWP expire.
Questions: What will happen if IRCC opens and denies my BOWP application? (Assuming I attached an explanation letter )
Am I covered by my close WP application? Will I lose my legal status as a worker? (is my implied status still valid?)
